How to Read It

  • A person can appear in more than one scheme in the same quarter.
  • A long-term recipient appears in each quarter they receive support.
  • The nationality categories are broad and do not provide population denominators.
  • Q4 snapshots are better for year-on-year comparison than summing all quarters.

Caveat: these are recipient-instances, not unique people. Raw counts should not be presented as welfare-dependency rates without matching population denominators.
