By the time Cristian Gogosiou was sentenced for raping a homeless woman, the court heard that he already had 37 convictions in Ireland and 12 foreign offences. He also exploited a 15-year-old girl. The public record shows an extreme pattern of offending but no visible immigration-enforcement decision.
The rape proved before a jury
On 26 September 2019, Gogosiou raped and orally raped a 31-year-old homeless woman in a Limerick alley after producing a flick knife and threatening her. She was dealing with homelessness and addiction. During interview he admitted sexual contact but claimed she offered sex for money. The Central Criminal Court jury rejected that account.
Ms Justice Siobhán Lankford identified the knife, the victim’s vulnerability, the degrading location and his failure to plead guilty as aggravating factors. She imposed ten years with the final two suspended, backdated to 23 May 2022. Reporting said he told Gardaí he preyed on vulnerable women because it was easy.
The child he exploited
On 5 July 2020, before Gardaí apprehended him in the rape case, Gogosiou targeted a 15-year-old who had run away from home and was moving between hotels and friends’ accommodation. He offered to drive her to a friend in return for a sex act and took her to a car park. She disclosed the offence to her mother.
He pleaded guilty to defilement of a child under 17. In June 2025, Judge Colin Daly imposed three years and six months and placed him on the sex offenders register indefinitely. Published reports do not clearly establish whether that sentence runs consecutively or concurrently with the rape sentence.

The unanswered record
The sentencing reports do not itemise the 37 Irish convictions or 12 foreign offences and do not say when Irish authorities obtained the foreign record. That timing determines whether this was a failure of information before entry, a failure to respond after repeated domestic offending, or both.
Gogosiou is Romanian and therefore an EU citizen. EU residence rights permit an individual, proportionate removal decision on public-policy or public-security grounds; conviction alone does not produce automatic expulsion. No source reviewed establishes that an exclusion or removal order exists.
The taxpayer benchmark
Using the reported 2025 staffed-prison-space average of €103,334, the effective eight-year rape sentence represents a gross benchmark of €826,672. Custody from the May 2022 backdating date to publication represents about €430,000 at the same rate.

- When did Irish authorities first learn of the 12 foreign offences?
- How many of the 37 Irish convictions occurred before the 2019 rape?
- Was his EU right of residence reviewed during the repeated offending?
- Has removal or exclusion been assessed after either sexual-offence conviction?
- Are the two custodial sentences consecutive or concurrent?
- What monitoring will apply if he remains in Ireland after release?
A functioning system should show when foreign convictions were discovered, what risk assessment followed dozens of domestic convictions and whether removal powers were examined before more vulnerable people were harmed.
