Constantin Maxim arrived in Ireland with four Romanian convictions arising from sexual corruption and the abduction of a minor for sexual purposes. He nevertheless obtained work as a contract cleaner at Dublin’s Mater Hospital after a vetting process. In Ireland he repeatedly created social-media accounts posing as a teenage girl, contacted children aged ten to 12, and accumulated 1,458 child sexual abuse images. He received five years.

The record before Ireland

Court reporting identifies Maxim as Romanian and records four convictions from one earlier incident, including sexual corruption of a minor and abduction of a minor for sexual purposes. He attempted to meet a child for sexual activity, was caught in a sting operation and served two years in Romania. He later came to Ireland after a 20-year career in the Romanian defence forces.

Hospital work despite the convictions

Maxim worked as a cleaner at the Mater Hospital. The Irish Independent subsequently reported that he had passed Garda vetting despite the foreign convictions. The hospital said he was employed by an external contractor, that required onsite processes including vetting had been followed, and that it was examining the issue further after the criminal case became known. The public reports reviewed do not establish exactly what foreign-record information was available to the vetting process or contractor at the time.

Persistent online targeting

Gardaí linked a Facebook account, multiple Snapchat accounts and a prepaid phone to Maxim’s email address. His phone contained 1,458 child sexual abuse images. He posed as a 15-year-old girl and sent sexually explicit messages to three children aged between ten and 12, attempting to obtain sexualised images. When platforms closed accounts, he created replacements.

Maxim pleaded guilty to possession of the images and to knowingly distributing or disseminating further child sexual abuse material during November and December 2021. Judge Martin Nolan called the offending heinous, imposed five years, backdated the sentence to 7 July 2022, and ordered Maxim onto the sex offenders’ register.
